rallying round him. He appears to be carrying out the plan mentioned in paragraph 5 of my Secret Despatch of the 18th January, of detaching from the Kwangsi leaders those Hunanese troops, which he previously commanded, and it seems probable

that he will side with Marshal Chiang Kai-shek.

7. Another period of civil war in China

now seems to be inevitable. My only hope is that on this occasion the West River valley may

not be involved in the conflict.
